HB 3613

Requires that the Oregon Investment Council (OIC) have at least $100 million in venture capital investment in Oregon businesses by January 1, 2008, unless it is not prudent to do so. Defines “venture capital” as including, but not limited to, emerging growth businesses. Requires annual status report be submitted to Legislative Assembly.

HB 2252

Increases membership and duties of International Trade Commission. Increases voting membership from nine to 15, including addition of representatives of Pacific Northwest International Trade Association, Board of Agriculture, and the Port of Portland. Directs Commission to advocate for international trade and promote Oregon’s international trade agenda.

HB 2223

Requires that to be able to obtain export exemption from Oregon’s fuel tax, persons who export motor vehicle fuel to another state, territory or country must hold motor vehicle fuel dealer's license or its equivalent issued by the destination jurisdiction.

SB 899

Requires Oregon motor vehicle license plates to be manufactured in Oregon, unless Oregon bids are not reasonably competitive or the work cannot be performed in Oregon.

SB 772

Directs the Oregon Department of Transportation (ODOT) to enter into public-private partnerships for transportation projects. Establishes Oregon Innovative Partnerships Program and State Transportation Enterprise Fund. Appropriates moneys in fund to ODOT. Allows Attorney General to appoint special assistant attorneys general to evaluate agreements and advise ODOT. Authorizes sale of bonds to finance transportation projects. Increases pledge limit to ensure repayment of loan guarantees.
