Starr Continues Call for Special Session in Light of Growing Deficit

Legislature should protect key services like education and senior programs

HJR 18

Upon approval by voters at a special election in September, 2003, amends the Oregon Constitution to allow the State of Oregon to incur general obligation bond debt to finance the state’s pension liabilities. Limits debt authorized and outstanding to one percent of the real market value of all property in the state.

HB 3548

Removes requirement that Oregon’s trade representative in China be based in Shanghai. Requires Oregon trade representative in China, with Economic and Community Development Department, to promote the development of trade and the use of Oregon’s environmental protection expertise to expand opportunities for Oregon businesses in China.

HB 3062

Suspends the requirement that public libraries maintain actual operating expenditures for public library services, or maintain the percentage of property taxes dedicated to local library purposes, in order to be eligible for state financial assistance for the 2003-2005 biennium.

HB 2818

A city may request to be annexed into a special district in order to receive services from that district. Currently, if the district’s governing board approves the request, an election must be held to determine whether the annexation will take place. Voters within the city to be annexed also vote to decide whether to join the special district. However, the cost of holding such elections in larger special districts can be high.

Sets fees for including city and county candidate portraits and statements in a county voters’ pamphlet based on number of voters in local electoral district. Sets county voters’ pamphlet filing fees for other local candidates at $100 for a salaried office and $25 for a non-salaried office.

Amends the legal description of the boundary between Polk and Yamhill Counties in order to correct a long-standing error and to correct references to boundary markers.

HB 2589

The Portland Development Commission often receives confidential business information from private businesses in a variety of contexts, including loans, credit applications and rehabilitation projects. Proponents state that the prospect of release of such information to business rivals through public records requests currently impedes the Commission’s ability to negotiate with businesses on economic development projects.

Directs members of the board of commissioners of a port to file an annual statement of economic interest with Oregon Governmental Standards and Practices Commission (OGSPC).

HB 2343

Allows a person who made contributions to the Judges’ Retirement Fund (JRF) but who is not eligible to become a retired member of the Public Employees Retirement System (PERS) to withdraw their employee account at any time after the effective date of the measure. Specifies the withdrawal of funds cancels all rights the person or their beneficiary may have in the JRF or the PERS system.
