Defines “large urban park” and “area of influence”. Requires local governments who exercise land use planning authority for land within or adjoining a large urban park to: 1) determine the precise boundaries; 2) prepare a summary of local, regional or state programs that apply to the land; and 3) ensure that applicable comprehensive plan, regional framework plan and land use decisions preserve the natural and open space values.

The Portland Development Commission often receives confidential business information from private businesses in a variety of contexts, including loans, credit applications and rehabilitation projects. Proponents state that the prospect of release of such information to business rivals through public records requests currently impedes the Commission’s ability to negotiate with businesses on economic development projects.
