Repeals authority of a person to use bonds or cash deposits, rather than insurance, to meet Oregon requirements of financial responsibility for ownership, operation or use of a motor vehicle. Repeals authority of commercial driver training schools to use bonds or cash deposits to meet financial responsibility requirements. Moves the administration of similar bonds or cash deposits from the Department of Transportation to the Department of Human Services (for ambulances) and to the Department of Agriculture (for weather modification programs).
