Starr’s perspective on the value of life has also been known among his colleagues, but his determination has never been stronger than it was in the 2009 session. After the tragic murder of eight months pregnant Heather Snively in Washington County, Senator Starr worked up until the final days of the session to secure legislation to recognize the murder of a pregnant woman as a more serious crime. Heather Snively and her unborn son, John Stephen Snively, will forever be remembered by this new Oregon law.
